I. Urban Infrastructure and Governance. (UIG)
The UIG scheme is applicable to mission town ie. Panaji.
Pattern of Assistance – 80:10:10

Budget Allocation - Under the sub-mission of UIG Scheme the Ministry had made a tentatively budget allocation of Rs.20.94 Crores. (2005-2012) for the State of Goa. (+ 100.00 crores additional allocation).

The State Level Steering Committee (SLSC) under the chairmanship of the Hon. Chief Minister has approved projects like Urban Renewal, Heritage Conservation, e- Governance (Reform), Water Supply and Sewerage Projects.

The Status of the project is mentioned below:-

1.The City Development Plan (CDP) was prepared by the GSUDA and was approved by the Corporation, StateLevel Steering Committee, CSMC- Government of India.
2. Under the UIG scheme ACA are released in four installments.
3. Total Grants-in-Aid released by the Central Government under UIG component is Rs.1496.82 lakhs towards the two projects approved mentioned below.
4. The Detailed Project Report (DPR) prepared by the CCP/ Parastalas are placed before the Sub- committee and after appraisal are placed before the State Level Steering Committee chaired by the Hon. Chief Minister.
5. The DPRs approved by the SLSC are forwarded to the Ministry (UD), GOI
6. The DPRs are examined by the technical wing of the Ministry and are placed before the Central Sanctioning Committee at National Level.
7. The Projects are approved by the Government of India and grants are released by the Ministry of Finance, GOI.

SWARNA JAYANTI SHAHARI ROJGAR YOJANA (S.J.S.R.Y.)

Nodal Agency: Goa State Urban Development Agency (GSUDA) / Directorate of Municipal Administration (DMA).

Implementing Agency: 14 Urban Local Bodies.

Nodal Bank : State Bank of India.

AIM of SJSRY:
To provide gainful employment to the unemployed or underemployed poor through self employment ventures or providing of wage employment.

OBJECTIVES of SJRY:
The scheme is promoted to raise the status of the urban poor so that the poor below the poverty line does not always remain poor but is brought above the poverty line so that his/her name is deleted from the BPL list.

TARGET GROUPS:

a) The programme shall target the urban poor, defined as those living below the urban poverty line as defined from time to time.
b) Special attention will be given to women personal belonging to scheduled castes/Tribes disabled persons and other such categories as may be indicated by the Govt. from time to time. A special provision of 3% shall be reserved for the disabled under this programme and also 15 Point programme for Minorities.

BPL SURVEY:
The Below Poverty Line (BPL) Survey is conducted by the respective Municipal Council with the assistance of CDS for availing the benefit of the SJSRY scheme.

Urban Self Employment Programme (USEP)

Urban wage Employment Programme (UWEP)

1. URBAN SELF EMPLOYMENT PROGRAMME (USEP)
USEP provides assistance to the urban poor for setting up micro finance enterprises.
Maximum loan - Rs. 2,00,000
Maximum Subsidy - 50,000 or 25% of project cost.

a) Eligibility: Any individual belonging to the Below Poverty Line (BPL) category residing in the Urban Jurisdiction should be identified by the Community Development Societies (CDS).
b) Whom to apply: Application along with a profile/project report of the activity being taken, to be addressed to the Chief Officer of the Council.
c) What to expect: Interview with the Screening Task Force Committee (TFC) to check genuiness of the application to be sponsored to the Banks.
e) Security: No collateral security is required to produce to the Bank for the project amount upto Rs. 200,000/-. The BPL beneficiary will to contribution of 5% of the project cost as margin money
f) Nature of Activities applicable for USEP and UWSP.
An illustrative list of activities is as follows.
- i. Town services requiring no special skills:
  Tea shop, News paper / magazine shop, Ice Cream vendor, Milk vendor, Pan / Cigarette shop, Fruit / Vegetable vending, Laundry work, rickshaw-pulling, etc.
- ii. Towns services requiring special skills:
  Repairing of radio/TV/refrigerator/air cooler/air conditioner/mobile phone /cycle /automobile /diesel engines/pump/motor/watches/electrical/electric domestic appliances, Catering, Dry cleaning, Furniture repair, Motor winding, Shoe repair, Book binding as well as skills pertaining to House construction / upgradation such as plumbing, carpentry, masonry, painting and polishing, tile laying, glass pane fixing, electrical installation, etc.
- iii. Micro-manufacturing units requiring skills:
  Making/manufacturing of washing powder, agarbatti, bangles, garments, plastic toys, footwear, wooden /steel furniture, saree printing, weaving, pottery, blacksmithy, utensil/steel fabrication, food processing, ball pen making etc.
- iv. Assistance should also be made available under agricultural and allied activities/ small scale services/small business activities e.g.general merchant shop, kirana shop, building materials shop, ready-made garments shop, dairy units, etc.
- v. No training should be required if the beneficiary has already undergone training in a skill/trade from a known institution, registered NGO/VO, provided requisite certificate is produced to that effect.
- vi. Training should also not be necessary if the beneficiary has learnt the activity such as pottery making, cobblery, carpentry, ironsmithy, etc. from heredity/other sources. This aspect should however be certified by ULB before recommending / forwarding application to bank.
- vii. Training should also not be necessary if a beneficiary has learnt a particular trade from private/public registered company, as apprentice or employee; certificate from the private/public registered company will have to be submitted.

2.URBAN WOMEN SELF-HELP PROGRAMME (UWSP). UWSP provides assistance to groups of urban poor women for setting up gainful self employment venture. The group should consist of 5 urban poor women
Maximum loan - No limit
Maximum subsidy - 35% of project cost, maximum Subsidy Rs.300,000/-

a) Whom to apply: Application along with a profile/project report of the activity being taken, to be addressed to the Chief Officer of the Council.
b) What to expect: Interview with the Screening task force committee for checking genuineness of the project application to be sponsored by the Bank. Contact Bank concerned for release of loan and Urban Local Body for the subsidy.

3. SKILL TRAINING EMPLOYMENT PROGRAMME FOR THE URBAN POOR.-(STEP-UP)

The Agnel Entrepreneurship Development Institute (AEDI), Verna has been identified as the institute to undertake skill training course for the urban Poor.
The Urban Local Bodies organizes the skill training course with the assistance of AEDI which will assist the urban poor for upgrading skills. The average training cost will be Rs. 10,000/- for six months.
The following courses are identified by the institution along with eligibility, duration and scope for employment which is also approved by this agency.

Eligibility:
Any individual belonging to the category of poor should be identified by the CDS.

Whom to apply.
Submit an application to the Chief Officer duly recommended by the CDS. Indicate the area/nature of training.

Educational Qualification:
The minimum qualification will depend upon the training skill to be imparted. However there is no limit for upper educational qualification.

Certificate from the Training Institution in the field of training imparted.

4 URBAN WAGE EMPLOYMENT PROGRAMME (UWEP).

It will provide wage employment to beneficiaries living below the poverty line. Small projects can be taken by the Council in material: labor 60:40 ratio
Salient Features: This programme is meant to provide wage employment to beneficiaries coming under the below poverty line within the jurisdiction of urban local bodies by utilizing their labour for construction of socially and economically useful public assets.
What to expect: The beneficiaries below the poverty line duly identified by CDS may approach the Chief Officer of the concerned Municipal Council to take up employment under the construction work (skilled or unskilled) under the Swarna Jayanti Shahari Rozgar Yojana Scheme.
Rate of Wages: Minimum wage as fixed by the Government will be paid by the Council under the Scheme

The Grants are released to the Implementing Agency i.e. the Urban Local Bodies on submission of proposal and with the approval of the Hon. Chairman
